With the theme of green hills and flowing clouds, the design adopts an ecological building facade and an open park-like green landscape, connecting existing public service resources around it, making it a cultural service hub in the northern urban area,creating another landmark business card in Zhuhai.

The characteristic Zhuhai mountains and rocks are selected as the design intention for the building. Ecological architectural treatment is adopted to weaken the volume and boundary of the building, and the civic center is built as a part of the city park. The second-story park uses the roof of the first-story building to expand the green area, combined with the large-space inclined roof to set up an open-air theater, uses the inclined wall to set up an interactive waterscape landscape, and set up several nodal landscape spaces to provide citizens with a wealth of activities.
